This is a high-voltage test set (a high-pot tester) that Ted built to stress-test various boat-anchor components before installing them in vacuum-tube transmitters or receivers.  This tester is notable for its vintage look and feel.   The  test voltage is variable  0 -  4.8 kVDC and fault current can be set at 100 uA, 500 uA, 1 mA or 2 mA.
